Concentrating on the political rather than the military aspects of the Russo-Japanese War, Professor White describes the attempts by Witte, Komura, and others to assume the role in the Far East traditionally held by the Chinese. In a detailed account of the Portsmouth Conference, particular attention is given to Sergei Witte, Russian delegate to the peace conference, and Komura, Japanese delegate. New source material was made available by the U.S., British, French, German, Japanese, and Soviet governments.
