The effective management of differences between groups within democracies means moving beyond the examination of individual rights. In the field of national minorities conflict prevention diplomacy, promoting the effective participation of national minorities in public life is a primary objective. The Lund Recommendations on the Effective Participation of National Minorities in Public Life directly address these challenges, and the OSCE High Commissioner on National Minorities works with states and national minority groups to advance functional solutions that reduce tensions and foster stability.

William Romans, LL.M. (Stellenbosch, 2001), LL.B. (Hon.) (Edinburgh, 1998), is a Senior Legal Adviser to the OSCE High Commissioner on National Minorities. He is an attorney-at-law and has worked in the field of international law since 2001.

Iryna Ulasiuk, PhD in Law (European University Institute, 2010) is a Senior Legal Adviser at the OSCE High Commissioner on National Minorities. She has a number of publications in the field of minority rights, education and language rights.

Anton Petrenko Thomsen, PhD in Political Science (University of Copenhagen, 2013) is a Political Adviser at the OSCE High Commissioner on National Minorities. He has published in the field of human rights, comparative politics and international relations.
