ROD RHODES is Professor of Politics (Research) at the University of Newcastle-upon-Tyne and Director of the Economic and Social Research Council's Whitehall Research Programme. He is the author or editor of twenty books including (1997), and (1999). He has been editor of since 1986. He is chair of the Political Studies Association of the United Kingdom.
