Population ageing is one of the most difficult challenges facing social protection in the advanced welfare states. It also has important implications for middle and low income economies. Increasing longevity has threatened to undermine the financial viability of pension systems, but pension reform is politically hazardous. Meanwhile, changes in the labour market and in family and household structures have raised questions about pension coverage and adequacy. Furthermore, an ageing population also has implications for labour supply. This book brings together a selection of papers presented at a seminar organised by the Foundation for International Studies of Social Security (FISS). Kemp, Peter
Peter A. Kemp is the Vice-Dean for Academic Affairs and Professor of Public Policy. He is also a member of the Oxford Institute of Social Policy.

Before moving to the Blavatnik School, he was the Barnett Professor of Social Policy and Head of the Department of Social Policy at Oxford. In previous posts he was Professor of Social Policy and Director of the Social Policy Research Unit at the University of York; the Professor of Housing and Social Policy at the University of Glasgow; and the inaugural Joseph Rowntree Professor of Housing Policy and founding Director of the Centre for Housing Policy at the University of York.

Peter’s main area of research is housing and housing policy, particularly housing allowances and private rental housing. He has also undertaken research on welfare reform and on homelessness. He was elected to the Academy of Social Sciences in 2011. For many years, Peter has contributed to policy debates on housing allowance reform and private renting. He has been consulted by officials in Britain and overseas and was special advisor to the House of Commons Select Committee’s Inquiry into the Local Housing Allowance.
