During the presidency of George Bush (1989-93), the proliferation of nuclear chemical and biological weapons, and the ballistic missiles capable of delivering them, rose greatly in significance as issues on the American security agenda. WYN Q. BOWEN has been a Lecturer in the Department of War Studies, King's College, London, since 1997. Previously he was a Senior Research Associate on the Monitoring Proliferation Threats Project, Center for Nonproliferation Studies, Monterey Institute of International Studies, California.
