This book shows how the change of water paradigm has become urgent, and provides evidence for new policies that expand water balance to green and virtual water. The issue of water security concerns drinking water supply but also food safety, linked to agricultural policy. Both rain-fed and irrigated agriculture play complementary roles in food security, and the water issue implies a holistic view of water resources. This view constitutes the book's backstory. The reader will find original ideas that can be applied everywhere because the example of Tunisia is typically a basis to illustrate a universally prevalent situation. The book deals with other important issues: desalination, wastewater recycling, water quality, groundwater overdraft, water savings, governance, knowledge valuing, education, information: upgrading the whole water systems for the future implies emancipation of the whole society.

More about the authors will be inserted soon.Mustapha BESBES has been Professor of Hydrogeology then professor emeritus in the Tunis National Engineering School, from 1980 to 2015, Director of the school from 1889 to 1995, Research Engineer at the Paris School of Mines from 1972 to 1979, hydrogeologist in charge of Central Tunisia, Office of Hydraulic Resources, Ministry of Agriculture of Tunisia, from 1964 to 1971. Dr. Besbes received his bachelor's and master's degrees, in Geology and Geophysics, his PhD in Hydrology (1967) and then his Doctorat es sciences (1978) from the University Pierre & Marie Curie in Paris. His research topics focuses on groundwater, water management, modelling, water resources in arid regions. He was elected as Foreign Member of the French Academy of sciences, in 2009, and member of the Tunisian Academy of Sciences, Letters and Arts in 2013. He has published 3 books and nearly one hundred articles in the field of hydrogeology and water management and protection. He is a member or a head of numerous scientific commissions and working groups: President of the Committee for exact and natural sciences of the National Commission of the UNESCO (1989-1993); National commission for Atomic Energy (1991-1996); National committee for scientific research (1994); National committee for higher education assessment (1996-2001); Vice-president of the National Committee of the International Hydrological Program (1984-1990); Member of National boards for higher education In Geological sciences, Hydraulic engineering, Civil engineering, Industrial engineering, Agronomic sciences; President of the International Association of Engineering schools and Technicians (1992-1996) ; Member of National committee of scientific Research assessment (1998-2002); Board of Tunisian Institute for Strategic Studies; Member of the National Council for Research & Technology (2006 to now). Dr. Besbes is the Co-Founder of the Water Resources journal of Tunisia (1971); Member of the editorial board of 'Hydrogeologie' journal, France (1987-2002); Member of the scientific committee of the 'Journal des Sciences de l'Eau', Canada (1989-1993); Chairman of the Annales Maghrebines de l'Ingénieur (1990-1995); Reviewer for many scientific journals in the hydrological sciences and water management fields and an Associate Editor of the Hydrological Sciences Journal.
Abdelkader HAMDANE is an expert in Agricultural engineering and management of agricultural water. Born in 1948 in Korba, Tunisia, he joined the National Agronomic Institute of Paris in 1969 after preparatory classes at the Lycée Saint-Louis. Agricultural engineer, he joined the National School of Rural Engineering, Water and Forests in Paris where he obtained a diploma of civil engineer in Rural Engineering in 1973. Back to Tunisia, he successively held positions of : i) Director then General Director of research, development and exploitation of irrigated perimeters in the Medjerda Valley Development Office (1973-1991), ii) Regional Commissioner for agricultural Development in the governorate of Ariana - Tunis (1991-1998), iii) Director General of Rural Engineering and Water Use in the Ministry of agriculture (1998-2008). Honorary General Engineer in Rural Engineering, he is since an independent consultant in the water sector. He is also Scientific Advisor with the National Agronomic Institute of Tunisia, where he participates in training students and researchers in his areas of expertise: agronomy, agricultural engineering and water management; governance, administration agencies responsible for the water sector; financing of water projects; Reforms to water and irrigation demand management policies sector; evaluation of scientific research programs. It is affiliated with the Order of Engineers of Tunisia, and the American Society of Agricultural Engineering.
