The main theme of the CEE eGov & eDem Days 2016 in
Budapest is to explore how ICT can act as an enabler for
multi-level governance models for a transparent and
open policy-making process allowing for the complexities
of multi-tier territorial entities. How can ICT (better)
support a chosen multi-level arrangement of government
functions? And how does ICT change the optimal
allocation of administrative functions to levels of
government; does it in some cases act as an enabler for
a better allocation? Within the EU, this new model of
engagement and participation can help overcome the
wide-spread distance between citizens and the Union as
well as the general feeling of disenchantment with politics
among citizens.
The conference is dedicated to discussing these topics
and to providing possible solutions with a special focus
on the Danube Region and its specific challenges.
Beyond the general theme papers are presented in all
areas of applying ICT to the Public Sector all over
Central and Eastern Europe and beyond. The authors
are a blend of academics and practitioners from public
administration, who provide a state-of-the-art discussion
at the interface between governance and ICT.
