Robert Baldwin is Professor of Law at the London School of Economics where he teaches Regulation, Public Law and Criminal Law. He has previously worked at the universities of Aberdeen, Oxford and Brunel and has acted as a consultant on regulation to such bodies as the Health and Safety Executive, the Commission of the European Community, the International Labour Organisation and H.M. Treasury. He is the author or editor of numerous books and articles in the field
of regulation and public law, including Rules and Government (Oxford University Press 1995)

Colin Scott is Senior Lecturer in Law at the London School of Economics. He was closely involved in establishing the inter-disciplinary M.Sc. Regulation Programme at the LSE in 1995 and has had a leading role in two major funded research projects on the regulation of government, and the regulatory processes of the UK Office of Telecommunications.

Christopher Hood is Professor of Public Administration and Public Policy Convenor in the Department of Government, LSE. He is the author of many books and articles.
