Collective cultural rights are commonly perceived as the most neglected or least developed category of human rights. Andrzej Jakubowski, Ph.D. (2011), European University Institute, is Assistant Professor at the Institute of Law Studies of the Polish Academy of Sciences in Warsaw. He has published primarily in the areas of international cultural heritage law and human rights, including State Succession in Cultural Property (Oxford University Press, 2015).
